Water Meter Running When the Water Is Off
A moving meter with the property shut down is the closest thing to proof a homeowner can gather without equipment. It means water is leaving the system somewhere.
Reading the Meter Properly
Most residential meters include a low-flow indicator: a small triangle, star or dial that spins with even minimal flow. It is far more sensitive than the digits, which may not visibly change over a short interval.
Before concluding anything, confirm nothing is drawing water: ice makers, reverse osmosis systems, water softener regeneration, evaporative equipment, pool auto-fill and irrigation controllers all cycle without anyone touching a faucet.
The Two-Step Isolation

Step one — everything off inside
With all fixtures and appliances off and the meter still moving, water is being lost somewhere on the property.

Step two — close the main shutoff at the building
If the meter stops, the loss is inside the building. If it keeps moving, the loss is between the meter and the house, or on a line teed off before the shutoff — commonly irrigation.
What This Rules In and Out
- Meter stops when the house valve closes: interior plumbing, including under-slab lines
- Meter continues after closing the house valve: service line, irrigation, or a pre-house branch
- Meter moves only while a fixture is used: a drain or fixture issue rather than a pressurized leak
- Meter does not move but water is appearing: consider condensate, roof intrusion, or a pool or drain issue
When to Call
Once you know whether the loss is inside or outside, detection has a defined starting point and the visit is more efficient. If your shutoff valve does not fully seal — common on older valves — that result can be misleading, which is another reason to have the isolation done with test equipment.
